Admission and study fee:
Admission is based on the bachelor studies results, in descending order up to the number of places available.
A special admission procedure for studding in Romania is required for non EU candidates.
For non EU students the tuition is of 270 EURO per month for the whole duration of the academic year (i.e., 9 months= 2430 EURO or 2700 EURO including autumn exam session).

Language proficiency:
The candidates who have a recognised proficiency certificate in English (CAE, CPE, TOEFL, TOEIC, IELTS, AQA, bilingual class certificate), FILS graduates, candidates from Anglophone countries or candidates whom studied bachelor in English language are exempted from English proficiency test. The candidates will present the original certificate together with a copy. The remaining candidates will have to pass a English proficiency test.
The other candidates must pass a language proficiency test after their arrival.

Non-EU students can obtain scholarships for studying in Romania from their governments, from the Romanian Government or from other international organizations.

Accredited by the Romanian Ministry of Education since 2013, the masters “Structural Engineering” are 2 years post graduate programs, with teaching and examinations entirely in English language or in French language.
Organised within the Faculty of Engineering in Foreign Languages (FILS) of the Technical University of Civil Engineering Bucharest (UTCB), the masters contains 3 semesters with lectures and exams and 1 semester entirely devoted to the master thesis. The master programs have a total of 120 ECTS (European Credit Transfer and Accumulation System).
The masters are opened to Romanian and foreign bachelor graduates. They also accommodates Erasmus+ exchange students. UTCB has 67 Erasmus+ agreements with universities from 17 countries. For the academic year 2016-2017 over 15 Erasmus students from France, Spain and Greece already registered to our masters.
The same master programs is provided at FILS with teaching and examinations in English or in French language. Exchange students can benefit of this, being allowed to select lectures in both languages and consequently they can develop their foreign languages skills.
The masters provide a supplement of theoretical and modelling knowledge together with advanced courses in structural engineering. A core topic of the masters is the earthquake resistant design with a significant amount of dedicated hours (structural dynamics, engineering seismology, earthquake engineering, seismic fragility, nonlinear analysis). Earthquake resistant design concepts and applications are also included in almost all lectures and projects, Romania being an earthquake prone country with a long tradition and experience in earthquake engineering.
Plan d'etudes - Master (francais)
The masters benefit of the activities within UTCB’s Seismic Risk Assessment Research Center (CERS), an important number of the teaching staff being CERS members.
With small groups of students and a close contact with the teaching staff, with a remarkable international environment (within FILS there are enrolled students from 21 countries, plus Erasmus students), the masters of Structural Engineering at FILS-UTCB are an excellent choice of post graduate studies for civil engineers interested in structural analysis, civil and hydrotechnical constructions design, earthquake engineering design and research.
Francophonie is a strong asset of UTCB. Member of Agence Universitaire de la Francophonie (AUF) from 1995, UTCB accommodates a french lecturer (within a convention with AUF and French Embassy), a french library, a Centre de reussite universitaire (CRU), and organizes and participates to a lot of francophone activities. The francophone master was granted with a support project of AUF (2013-2015) that allowed the purchase of reference books and lecture notes and the exchange of professors with French partner universities. Professors from Université de Nantes, Ecole Centrale de Paris and Université de Grenoble taught within the master. The master also accommodates incoming professors within Erasmus+.
Studying at FILS-UTCB will also allow you to discover the dynamic student’s life in Bucharest and to enjoy the beauty of Romania.
UTCB and Liege University (Belgium) are in the final stage of signing a double-diploma agreement at master level. At UTCB, the FILS masters of Structural engineering, in english and in french, are part of the agreement.
UTCB graduates who are selected for the double-diploma agreement with Ecole nationale des ponts et chausees (Ponts ParisTech) cand enroll the masters of Structural engineering (in english or in french) that are part of the agreement.
Admission and study fee:
Admission is based on the bachelor studies results, in descending order up to the number of places available.
EU graduates can study for free in the limit of the available places for Romanian and citizens from EU, European Economic Space (EES) or Swiss Confederation (30 places in the academic year 2016-2017 for both the masters with teaching in english and in french), or with an annual study fee of 4500 lei (~1000 Euro), also 30 places for both masters, for EU and non-EU citizens.
The numbers of places can be increased depending on the number of candidates, through internal arrangements within the university.
Language proficiency:
The candidates who have a recognised proficiency certificate in English (CAE, CPE, TOEFL, TOEIC, IELTS, AQA, bilingual class certificate), FILS graduates, candidates from Anglophone countries or candidates whom studied bachelor in English language are exempted from English proficiency test. The remaining candidates will have to pass a English proficiency test (regardless of their option for a state sponsored place or place with tuition fee). The candidates will present the original certificate together with a copy.
The other candidates must pass a language proficiency test during the admission (EU candidates without study fee) or after their arrival (EU candidates with study fee)
Admission calendar:
- registration for Romanian and EU candidates - 21st and 22nd of September 2016, between 9 - 13 at the FILS secretariat (Bd. Lacul Tei, no.124, Bucharest)
- Language proficiency test - 23rd of September 2016, from 10 o'clock and will last two hours.The distribution of the candidates on classrooms for the language proficiency test will be shown on 22nd of September, after the end of the registrations, at the FILS notice board and on the faculty website. On the day of the test, the candidates will come at 9:30 in the classroom in which they were distributed, with their identity card and their test card.
The results will be displayed on 23rd of September, soon after the completion of the test.

The registration fee for admission exam is 100 lei (~22 Euro) for students from E.U., S.E.E. or Swiss Confederation.

Scholarships
Romanian and EU students accepted on state budget funding (i.e. without study fee) can obtain scholarships as function of their academic results and their personal financial situation, according to the rules established by UTCB’s Senate and depending on the scholarship funding at UTCB from the Ministry of Education.
